what is head start?

 

Board of Directors

New Castle County Head Start, Inc. is a private non-profit organization governed by a volunteer Board of Directors. The Board members are responsible to recruit and select it’s members.

A nominating committee receives information on all candidates who are recommended and a short interview process is conducted with the interested individuals. The nominating committee then makes a recommendation to the full Board that will make the final decision. A term of service is three years and a member can serve consecutive terms.

Board of Directors responsibilities include but are not limited to: strategic planning, fiscal management, approval of funding applications, service areas, personnel policies and program policies.

Policy Council

The Policy Council is the parent governing body of the organization. Working closely with the Board of Directors and the Executive Director, the Policy Council is involved with all policy decisions related to the program.

The parents at each center select the Policy Council members through the Center Parent Committee. Once elected by the Parent Committee, the parents serve as members of the Policy Council. The Policy Council may select Community Representatives (non current parent members) to serve on the Council. All terms of service are for one year with a three-year lifetime limit.

All new Policy Council members receive an extensive orientation prior to beginning their term.

Advisory Committees

New Castle County Head Start, Inc. maintains Advisory Committees in the area of Health, Family and Community Partnerships, and Early Childhood Development and Education. The committees consist of parent representatives from each of the centers and professionals from the community who are knowledgeable in the areas of Health, Early Childhood Education, Nutrition, Social Services and Parent Involvement.

The Advisory members work closely with the agency’s Program Coordinators in planning and evaluating the services being provided. The Committees meet three times per program year.

By involving parents and professionals, along with the New Castle County Head Start, Inc. Program Coordinators the goal of the Advisory Committees is for its members to:
• Learn about the programs various component areas.

• Familiarize themselves with the programs service plans

• Provide other parents with information about each component

• Act as liaison for parent center committees

• Share ideas and information

• Advise and make recommendations to the New Castle County Head Start, Inc. staff for program improvement
