Board of Directors

New Castle County Head Start, Inc. is a private, non-profit organization governed by a volunteer Board of Directors. The Board of Directors serves as the governing body and oversees strategic planning, fiscal management, funding allocations and program policies.

The membership of the board consists of the Executive Director, serving in a non-voting capacity, and 12 to 20 elected members. The board is responsible for recruiting and selecting its members. A service term is three years, and a member can serve consecutive terms. Policy Council

The Policy Council is the parent governing body of the organization. The Policy Council works closely with the Board of Directors and the Executive Director to establish policies and practices related to the program.

Current parents at each center choose Policy Council members through the Center Parent Committee. Once elected by the committee, the parents serve as members of the Policy Council. The Policy Council may select Community Representatives, e.g., non-current parent members, to serve on the council. All service terms are for one year with a three-year-lifetime limit. New Policy Council members receive an extensive orientation prior to beginning their terms.

Advisory Committees

New Castle County Head Start, Inc. maintains Advisory Committees in the areas of Early Childhood Development & Education, Health and Family & Community Partnerships. The committees consist of parent representatives from each of the centers and professionals from the community who are knowledgeable in the program areas.

The advisory members work closely with the agency’s program coordinators in planning and evaluating the Head Start services. The committees meet three times per program year.
